AYUSH
IN THE STATE OF ANDHRA PRADESH
(As per the instructions of the Govt. of India the dept.
of Indian Medicine and Homoeopathy has been changed to Dept. of AYUSH.(
Ayurveda, Yoga, Unani, Siddha and Homoeopathy) from 2005)
HISTORY:
In the erstwhile state of Hyderabad only Unani systems of medicines was
patronized by the Government. In the year 1941, Ayurvedic system of
medicine also camped into the administrative control of medical department.
In the erstwhile Andhra State also no separate department of Indian
Medicine was in existence. There was only a wing in the office of
Directorate of Medical and Health in his control to look after the
subject "Indigenous Medicine": At the meeting of inter State Committee
of Ministers it has been decided that the Indian Medicines should have a
separate department in the Andhra Pradesh State with one Special Officer
and Two Asst. Special Officers and it should not be under the control of
Director of Medical & Health. Accordingly the - Government through the
notification issued in G.O.Ms.No.59, H,dt.24.11.1956,transferred the
Vice-Principal of the college of Integrated Medicine, Madras permanently
to the State of Andhra Pradesh to act as Special Officer of Indian
Medicines & Homeopathy.
After formation of a separate Department of Indian Systems of Medicine&
Homeopathy in the State of Andhra Pradesh along with the Institutions of
Ayurveda and Unani in Telangana Region,the lonely Unani Dispensary at
Banaganapally, Kurnool District in the Andhra Region was
administratively taken over by the Department. Subsequently 2 posts of
Asst. Special Officer (Ayurveda & Unani ) have been converted - into
that of Asst. Special Officer ( Administration & Accounts ).vide G.O.M.S.
No. 14500A dt.20.7.1957. In the course of time the Homeopathy System of
Medicine also came into the fold of this department. In view of the
growing improvements and popularity of Indigenous Systems of Medicines
and also Homeopathy, Government have designated the Special Oficer,
Indian Medicines & Homeopathy and Assitant . Special Officer, (Accounts)
as Director, Indian Medicines & Homeopathy Department and Accounts
Officer vide G. O. Ms No. 2359, H, dt. 2.12.1969. Much laterthe Asst.
Special Officer (Admn) was also changed as Administrative Officer vide
G.O.Ms.No.124, H,dt.9.12.1971. In order to provide Technical Assistants
to the Director, Indian Medicines & Homeopathy on Unani and Ayurvedic
side, the Government in G.O.Ms.No.672,H,dt.4.4.1970 have designated the
senior most Gazetted vaids and Gazetted Hakeems as Deputy Director (Ayur
) and Deputy Director (Unani )
respectively to strengthen the administrative set up, one post of
Gazetted P.A. to Director was also created in G.O.Ms.No.586,
H,dt.28.6.1974. Later this post was reŽdesignated as Administrative
Officers which was upgraded as Deputy Director(Admn ) vide G.O.Ms_No_
177.H,dt_192_1977_ Simultaneously ,3 separate posts of Deputy Directors
(Technical) i.e._, one each for Ayurveda, Unani and Homeopathy have also
been sanctioned by Government in G.O.Ms.N0.1031,H,dt.13.10.1977
In G.O.Ms.No.136,M&H, dt.9.2.1977, Government have also nominated the
Director, Indian Medicines & Homeopathy as the Licensing Authority for
Ayurveda and Unani under Drug Rules. In G.O.Ms.No.569, M&H, dt.
30.5.1979, he is made the Licensing Authority to process applications
for Import of Raw Drugs and make suitable recommendations to Deputy
Chief Controller of Imports and Exports, Government of India . To attend
to field work for purpose of administration of Drugs and Rules issued
there under. Government have also sanctioned 6 posts of Drug Inspectors
in G.O.Ms.No.1029,H,dt.13.10.1977.
In view of the popularity of Indian Systems of Medicine & Homeopathy,
the area of health care delivery in the State of Andhra Pradesh had to
be increased. To cope up with the dimensional growth of Indian Systems
of Medicine & Homeopathy, a good number of dispensaries have been
sanctioned by Government from time to time. Similarly various Hospitals
Colleges, Research Departments dealing with these systems came into
existence. Now the Director /Commissioner on technical side is assisted
by 3 Additional Directors ( Ayurveda/Unani Homeopathy); 6 Regional
Deputy Directors; 1 Gazetted Inspector', Board of Indian Medicine; 1
Inspecting Medical Officer; 6 Drug Inspectors and on non-technical side
by 1 Deputy Director (Admn) ;1 ACCOUNTS Officer and 1 Administrative
Officer. At the field level he is assisted by the Principals and
Superintendents of the Hospitals and Research Officers and the Chief
Superintendents of the Pharmacies. As per the instructions of the Govt.
of India the dept. of Indian Medicine and Homoeopathy has been changed
to Dept. of AYUSH.(Ayurveda, Yoga, Unani, Siddha
and Homoeopathy).
INTRODUCTION
The Department of Indian Medicines & Homeopathy is headed by a Director,
who is usually a cadre officer drawn from the Andhra Pradesh cadre of
LA.S. The Director is assisted by three Additional Directors (Ayurveda/Unani/Homeopathy).
The office of the Director ,Indian Medicines & Homeopathy is located at
Secunderabad . To assist the Director in the day to day administration
matters there is Deputy Director (Admn), Administrative Officer and
Accounts Officer and also other supporting staff and on Technical side
there are three Additional Directors one in each discipline i.e.
Ayurveda, Unani and Homeopathy Besides there are six Regional Deputy
Directors at the following places:

Hyderabad
2.Warangal
3.Cuddapah
4.Ongole
5. Eluru
6.Visakhapatnam
The Indian
Medicines & Homeopathy Department consist the following wings:

Ayurveda
2)
Unani
3)Homeopathy
Through this Department, grants are released to Nature Cure and Yoga
Institutions:
THE OBJECTIVES OF THE DEPARTMENT
1. To
serve the people of the State by providing Medical Relief through
Indian Systems of Medicines & Homeopathy.
2. To ensure proper development and evaluation of the ancient
systems of mediŽcine, viz, Ayurveda, Unani arid also Homeopathy by
opening Colleges, Research Centres, Hospitals and Dispensaries and
Herbal Gardens.
3. To establish Hospitals of Indian Medicines &Homeopathy at all
District levels and Mandal levels.
4. To make available equipments, medicines and drugs etc. adequately
for the hospitals and Dispensaries.
5. To improve the Government Colleges of Indian Systems of Medicines
& Homoepathy by providing additional departments with adequate staff
as proposed by the (CCIM&CCH) Central Council for Indian Medicines
and Central Council for Homeopathy, New Delhi and according to the
periodical inspection reports of the respective Councils.
6. To provide the bed strength at the rate of (5) beds for a student
for clinical facilities to the students of Ayurveda, Unani and
Homoepathy Colleges.
7. To provide Infrastructure for all the Government Colleges and
Hospitals, ReŽsearch Centers and Dispensaries of Indian Systems of
Medicines & Homeopathy.
8. To develop the Indian Medicine Pharmacy to supply medicines in
time.
9. To grow necessary medicinal plants in the Herbal Gardens
10. The Director /Commissioner of Indian Medicines & Homeopathy
Department is responsible for planning and execution of the various
programmes classified under four heads viz.
1. Ayurveda 2. Homoepathy 3. Unani
